You could try creating an outline, a flow chart, or a step sheet to keep track of how the story progresses. Those are just different ways of organizing events. The step sheet also follows what happens in the background and finds greatest utility in the writing of mysteries.
To handle characters, even minor ones, I recommend creating character biographies, at least a page for main characters and as much as necessary for secondary and minor ones. You may also try writing a journal/diary entry in their voice.
Keeping a notebook for research and random ideas can be helpful too.

I write an outline, or a summary of a story first. If I have to, I’ll write everything in point form, and keep rewriting until it makes sense to me.

Before you write it, draw out an outline or write the ideas down and then rewrite them in the order you want to use them.
What I find is a good thing to do is write everything in a notebook first. Write down the characters you’re thinking about and their names, ages, likes, dislikes, etc. Write where you’ll be setting the story. Write the main theme or summary that you have in your mind. Write down anything that comes to your mind – even a passage or something. Then start writing the story AROUND everything you’ve put down.
