Is she worried about the noise or the cost of the piano? If it’s the noise, than get some headphones. If it’s the cost, I’m sure you can pick up a keyboard pretty cheap from either gumtree, ebay, amazon or the local paper or notice boards in shops, etc.
If that fails, and you feel that you cannot reason with her, than depending on where you live, I would suggest joining a local group where you can music to your heart’s content without it bothering anyone. Try organisations like ‘Rethink’, ‘MIND’ and ‘Core Arts’, whose details can be found on the web.

That is up to you and your mom. I don’t know her financial situation. I can say that starting with piano lessons is the best way to become a well rounded musician. Elliott Smith started with the piano when he was 9, and he took up the guitar when he was 10. He also learned to play wood wind instruments and was the head of his high school band. I don’t know if you know about Elliott Smith, he passed away in 2003, but he was the best singer/song writer in my opinion.
