Contacting the publisher of the original novel would be a good place to start, because anyone who wants to sell a translation needs their permission.
However, when the book is published in a foreign language, I believe the translation has its own publisher, independent of the original publisher. Possibly that publisher is responsible for having the book translated, so you may need to talk to them instead. I don’t know if you would work freelance (paid to translate just the one book) or as an employee.
Some literary agencies specialise in foreign rights, so it may be worth talking to some of them.
