I guess not, because if you set low, you will not need extra effort to achieve that certain goal and you will also get low performance and low result. Sometimes in setting up higher goals you will have new discovery of yourself that you yourself will be amazed of it. I think what you should do in setting up your goals is to set a goal that is realistic not low.
